President

Victor Rocha

Victor is the inspiration and co-founder of Victor-Strategies. He is the namesake and the dynamic engine. Victor has been involved in the politics of Indian gaming and has been a respected voice for 18 years.

His conferences he has produced have received high praise for their quality of content and for bringing political and gaming leaders together with the latest cutting edge trends and technology focused on Indian Country. Victor is the Conference Chair for the National Indian Gaming Association’s 2016 conferences.

Victor is the owner and editor of Pechanga.net the premier source for information on Indian gaming and news for Indian Country. Victor has earned numerous awards for his work, including the NIGA's Outstanding Contribution to Indian Country, VCAT's Catalyst Award, Global Gaming Business Magazine's "40 Under 40," Raving's Casino Marketing Lifetime Achievement Award & AGA's Lifetime Achievement for Gaming Marketing.

Executive Vice President

Gene Johnson

Gene has over 25 years of gaming industry experience in the disciplines of Technology, Quality Assurance, Market Research, Casino Marketing, and Strategic Planning and Analysis. His industry career began in 1989 working in Atlantic City casinos. In 1997 founded EE Johnson Research, a marketing and consulting firm specializing in qualitative insight into player behavior, quantitative surveys and data analysis, and customer service enhancement. In 2012 his company became part of Spectrum Gaming Group, and in 2016 he created Gaming Knowledge Partners, a network of industry experts.

With the formation of Victor-Strategies, Gene now has the opportunity to extend this expert network and increase the established knowledge base to benefit clients nationally and around the globe. Gene holds an MBA from the University of Phoenix, a BA from Washington College, and a CQA from the Quality Assurance Institute.

Rob Miller

Rob is President of Miller Companies, managing a diverse portfolio of operations, investment, and technology companies in the regulated gaming industry.

Rob also founded Gaming Capital Group, a finance and operations company focused on Indian Gaming; Prairie State Gaming, a video gaming terminal operator sold to Penn National Gaming; and co-founded Sierra Design Group, a technology company sold to Bally Technologies. He began his gaming career with Sodak Gaming. Rob financed over $800 million in gaming opportunities, hotels, and route operations.

Rob was a cavalry officer on active duty in the US Army. He began his professional career as an aide to a US Senator from South Dakota, his home state. Rob holds an MBA from Columbia University and another from the University of California, Berkeley, and an undergraduate degree from the University of Minnesota, Minneapolis.

Steven W. Erickson

Steven W. Erickson is a nationally recognized expert in municipal, hospital, health care and Native American Finance. In a successful and distinguished career he has raised in excess of $9 billion in capital financing for taxable and tax‐exempt projects across the country. 

He holds a Juris Doctor Degree from Boalt Hall Law School, University of California at Berkeley and a Bachelor of Business Administration Degree with High Distinction from the University of Michigan at Ann Arbor. He is a member of Order of the Coif, Beta Gamma Sigma, and the California Bar Association. 

He practiced Securities Law with the San Diego Law Firm of Gray, Cary, Ames and Frye Prior to beginning his career in investment banking. He joined the Investment Banking Firm of Miller and Schroeder Financial, Inc. in November 1971.

Mr. Erickson served as the managing director of Miller & Schroeder’s Native American Finance group, which was formed in 1991. He continued as managing director of the Native American Finance Group of the Marshall Group, the successor in interest to Miller & Schroeder, until March 2009. Serving in that capacity he was involved with seventy‐eight Tribal governments in fourteen states during his tenure at Miller & Schroeder and the Marshall Group. 

Mr. Erickson was responsible for raising in excess of $4.5 Billion in capital for Tribal projects as a direct lender through Miller & Schroeder or Marshall Group or as a financial advisor to the Tribal entity. He has worked with every major lender in Indian Country and has intimate familiarity with bank credit facilities, equipment leases, taxable and tax‐exempt bond issues and BIA guaranteed loans.
